At the invitation of the Director of FAAP, Ambassador Rubens Ricupero, the Sergio Vieira de Mello Center participated as a speaker at the 6th International Relations Week. Carolina Larriera emphasized the increasing importance of actions leading to conflict resolution, highlighting the role of the United Nations in this approach. She reported on her professional experience in the East Timor Transitional Administration, the official name of the UN Mission in this new country. The work of this international organization deserves to be highlighted, as this was a totally new project for the United Nations: the construction of the entire political, administrative and economic infrastructure of a state that had just attained its independence. It was in this task of building Timor that Sergio Vieira de Mello, a career UN official, stood out. The Security Council only approved the sending of this Mission, without specifying the actions that should be taken, since there exists no United Nations manual on how to build a new country. That is why the importance of Vieira de Mello in the successful accomplishment of this task, because thanks to his experience in other missions as well as his personality, Sergio Vieira de Mello garnished the support of the entire Timorese population. The result was so positive that two and a half years after the arrival of UN officials on 20 May 2003, the official independence of the newest UN member state was celebrated. After the touching speech of Carolina Larriera, Ambassador Rubens Ricupero highlighted the figure of Sergio Vieira as a symbol to be followed by all future internationalists. Thrilling everyone, recalled that this Brazilian dedicated his life to the cause of helping the neediest in the world, even losing his own life to this end. The ambassador also defended that the name of Sergio Vieira de Mello should be the patron of the area of ​​International Relations in Brazil.
